The cause was bootstrap CSS. It has since been removed from issuesapp, so this is resolved.

This additional CSS (it's not there by default) causes the links with date tooltip to have a question mark cursor instead of a standard hand cursor for links, and also gets underlined in a dotted way.
It wasn't intentional, it came as part of the bundle.css and it's undesired for tracker app.
